Funding Opportunity: Evaluation of the New York State Charter Schools Program

New York State was awarded its most recent Charter Schools Program (CSP) grant from the United States Department of Education (USDE) in 2011. The New York State Education Department (NYSED) is seeking proposals to conduct a statewide evaluation of CSP, focusing on promising features of program implementation in new charter schools and the extent to which those features are promulgated to current and potential charter school operators as well as to traditional district schools. It will also examine charter schools’ access to and use of CSP funds as well as any outcomes that speak to the effectiveness or need for improvement of the CSP grant program.

Funding Opportunity: Professional Development for Impartial Hearing Officers

The New York State Education Department (NYSED) Office of Special Education is seeking proposals to: (1) develop and deliver professional development programs for Impartial Hearing Officers (IHOs) who conduct impartial hearings for students with disabilities as required by section 615 of the Individuals with Disabilities Education Act (IDEA), section 4404 of New York State (NYS) Education Law and sections 200.1 and 200.5 of the Regulations of the Commissioner of Education; and (2) conduct investigations of complaints alleging the misconduct or challenging the competence of an IHO pursuant to section 200.21 of the Regulations of the Commissioner of Education; and (3) develop an evaluation protocol, including standards and methodology, for the purposes of evaluating NYS IHOs. (Note: The vendor will not be required to conduct the evaluation, but rather develop the protocol and a proposed process to be used by NYSED for evaluation purposes.)

The New York State Education Department (NYSED) is seeking proposals to carry out the responsibilities of the New York State Technical and Education Assistance Center for Homeless Students (NYS-TEACHS) and to address issues involving homeless children and unaccompanied youth.

Funding Opportunity: 2016-2021 Bilingual Education Program

The New York State Education Department (NYSED), Office of Bilingual Education and World Languages (OBEWL), is seeking applications from Public School Districts for a Bilingual Education Program (transitional bilingual and one-way and two-way dual language) that provides English Language Learners (ELLs) with home language instruction as well as English/English as a New Language instruction. Bilingual Education Programs seek to offer students the opportunity to become bilingual, biliterate, and bicultural while improving their academic ability. Students learn to speak, read, and write in two languages, and also learn about other cultures while developing strong self-esteem and diverse language skills. The primary purpose of this grant program is to develop academic excellence and bilingual proficiency for ELLs, and depending on the model, English Proficient (EP) students, and to promote new Bilingual Education programs in school districts across the State.

IFB: Return Services for Certain Secure State Exam Materials

The New York State Education Department (NYSED) is seeking bids to provide secure return shipping (pick-up and delivery) of certain secure State exam materials from approximately 4,500 public and nonpublic schools throughout all regions of New York State (state-wide) to NYSED’s secure document destruction vendor. Shipments of approximately 5,000 – 30,000 packages per year will occur throughout the year, primarily in the months of April, May, and June. Security of the test materials at all times is of the highest priority and importance.
